TELEPATHY

Gallifreyans are able to understand any language, written or spoken (with the exception of a few), and can also implant messages/read thoughts using touch telepathy. The Doctor's telepathy will be on an opt-in basis, with it not being used without specific ooc and ic permission. It is a part of herself that she doesn't use without a specific purpose for and thus she will likely not use it. That said, unless someone specifically requests for it to be used in a thread her telepathy will not come in to play, particularly her mind control aspects (thought implantation).
